Deochand Narain has been appointed Chief Financial Officer at Union Settlement Association, one of the oldest and largest social service providers in East Harlem. In addition to overseeing the finance office, Narain will be part of Union Settlement’s senior leadership team and serve as a strategic partner in planning and implementing the vision of the agency.

“We are very pleased to welcome Deo Narain to Union Settlement,” said David Nocenti, Executive Director.  “His expertise and financial management experience in community health and social services will be invaluable as we navigate these challenging economic times and seek to expand our programs in East Harlem, one of New York’s most underserved neighborhoods.”

“I feel very fortunate to join the staff of Union Settlement with its rich and long history of serving the East Harlem community,” explained Narian.  “I look forward to being a part of the team as we strive to maintain and improve the level and quality of services we provide to the hard-working families in this community.”

Narain most recently served as the Chief Financial Officer for Heritage Health and Housing and also as their Interim Chief Executive Officer.  From 2001 to 2007, he was the Vice President for Finance and Administration at New York Therapeutic Communities, a non-profit providing residential and ambulatory substance treatment services. 

A native of Guyana, Mr. Narain worked for the government of Guyana as a Consultant/Chief Executive Officer of the Guyana Office for Investment from 1995 to 2001.  He also worked for the World Bank as a liaison between Caribbean ministries of finances and bank staff members.  Mr. Narain has an MBA in Finance from Baruch College and is a graduate of Patrice Lumumba University in Moscow.

Union Settlement, which was established in 1895, offers the 127,000 residents of East Harlem a wide range of services and assistance necessary to help them lead healthy lives, reach their greatest potential, and achieve economic self-sufficiency.  Union Settlement provides early childhood education, youth development, adult education, mental health counseling, home care, meals for homebound elderly, and senior programs that enable its community members to achieve a better quality of life.
