The New York City Administration for Children’s Services (ACS) has just released the long awaited Request for Proposals (RFP) for its new “EarlyLearn NYC” early care and education system. It has been more than a year since ACS released its Concept Paper for "EarlyLearn" which was expected to represent a dramatic restructuring of services that would unify ACS-funded day care, Head Start and Universal Pre-Kindergarten services into single, blended contracts. Today’s RFP stated that the City was “soliciting early care and education services within center-based services and home-based settings” for a total of 42,000 children and that “EarlyLearn NYC will utilize multiple funding sources to provide the highest quality of care.”
As we prepared this article, providers and advocates were reviewing the 100-page RFP document which will serve as the basis for an estimated $487 million in annual contracts that are expected to run from September 1, 2012 through August 31, 2016, with a renewal option for one additional two year term.
The RFP also states that “ACS requires all contractors to contribute to the cost of care. The “Contractor Contribution” must equal, at least, six point seven percent (6.7%) of total annual operating costs.”

ACS will host a series of pre-proposal conferences at various locations around the City on June 14th, 15th, 16th and 17th. Proposals are due by August 11th.
